Main goal

Non-commercial partnership between legal entity and scientific and research subdivisions of technical university, acting at NSTU territory or cooperating with it. Coordination of scientific subdivisions’ activity must correspond to the increase of its efficacy in fulfillment of research and development projects and to promotion of science intensive production to the market.

Scientific – technological park

History of creation

Creation of small enterprises in NSTU began at early 90-ies. The original idea of their creation was to supply the workers of higher school with additional workplaces in conditions of sudden decrease of living standards of the teaching staff of the university. At the same time the main partners of NSTU in creating small enterprises were:

• Ministry of Education of RF
• industrial enterprises of Nizhny Novgorod Region

Five years later a part of small firms which had been created stopped working, but those firms that had managed to survive made a decision to unite into R & D Park. This decision was approved by NSTU Academic Council on 26 February, 1995. The goal of this union was to create such environment, which would help small firms to increase chances of survival, as well as the potential of their right defense. By that time the university also found its own interests in the creation of R &D Park: retention of youth at the university, expansion of material and technical basis of the university at the expense of productive potential of small firms, creation of modern environment of scientific and technical services.

At present R & D Park is forming its activity on the basis of foreign R & D Park’s experience, analyzing the problems, appearing in the region and ways of their solution.

R & D Park of NSTU has accumulated significant experience in the field of small firms consulting. It also created the gearing industrial enterprises of the region. Literally, R & D Park is becoming a real bridge, connecting university science with industrial enterprises, across which a stream of innovations in the field of energy-saving, mechanical engineering, radio electronics, ship-building etc. is going to the industry.

R & D Park has earned lasting ties with such foreign partners as e.g. Harris Corporation (USA), Rautarrukki (Finland), Dregger firm (Germany) and many others.

NN region is one of the biggest industrial centres of Russia, where practically all branches of industry are represented. In this connection R & D Park of NSTU is to become a large industrial R & D Park, the main goal of which would be promotion of innovations to large plants. As we see, R & D Park must unite large and small firms, which accomplish pilot production and preparation of repetition work at large enterprises. Of course, pilot production (especially concerning machine-building) can not be organized within the limits of one building (as it is in R & D Park “Izmailovo”). That’s why our main strategy is to organize science intensive firms in such places where there are preconditions for production activity of a certain profile. At that appears R & D Park structure, distributed all over the territory of the city. At NSTU territory is stationed head office, as well as firms that do not require special manufacturing facilities (e.g. working in the field of telecommunication science, computer techniques etc.)

Organizational structure of R & D Park

R & D management carries out functions of moulding the environment, supplying small firms, including:

• institutional consulting;
• support of acquiring facilities and offices;
• access to telecommunication means and connection;

• general director;
• executive directors;
• chief accountant;
• consulting manager;
• economist;
• secretary.

R & D park structure, as a small firms union, includes an innovation centre, as well as promotional and manufacturing firms, short characteristic of which is given below.

Incubation of small firms and technologies is taken up by business-incubator.

Staff education is conducted by regional centre of science intensive business undertakings.

Realization block of R & D Park is represented by Interuniversity exhibition centre and manufacturing commercial enterprise “NSTU Technopolis”.

Participation of NSTU R & D Park in development programmes

NSTU R & D Park plays an important role in solution of social and economic problems of regional programmes development, namely:

• It helps to realize regional power supply programme.

A complicated situation, arised in the country’s power supply, demanded to work out a united strategy of development and a united strategy of development and functioning of fuel and energy complex of NN region and its activity coordination. In December 1995 was created power supply innovation centre, which by order of the governor of NN region acquired regional status.

It conducts working out, and scientific and technical and methodical support of regional programmes, aimed at increase of energy supply. Together with the department of fuel and energy complex, regional economic committee, and energy-saving fund centre works out main directions of energy-saving policy in NN region. Moreover, regional centre suggested a programme of qualified staff training in energy-saving.

In the framework of the project of European economic committee of U.N.O. “Effective energy usage 2000) creation of demonstration zone of high energy efficacy is being realized in NN region.

• It helps to solve invigoration of manufacture through reconfiguration.

It means creation of small and medium fellow subsidiaries on the basis of the existing facilities of industrial enterprises (especially armament complex) and attraction of potential staff of technical university for developing these facilities for realization of competitive technologies which have been worked out by them. As an example we may take ZAO “Transport”, which has developed production of small series of transport machines for different purposes.

• It helps to solve the problem of new potential technologies development

Appearance of Russia at World Market provided for availability of different technologies. But for initial familiarization these technologies call for quite large financial assets and qualified staff training. Taking into account insolvency of most enterprises (e.g. armament complex) this deprives them of opportunity to use these technologies and even to prepare them for their usage.

R & D Park is by its nature the most perspective form of familiarization and distribution of these technologies. World statistics shows that small and medium firms are 6 times more susceptible to scientific and technical progress achievements and spend 10 times less funds than large corporations to familiarize them.

In NSTU R & D Park series of new perspective technologies have been worked out, including the project of creation of digital signal processors, aimed at familiarization of projecting digital data processing technology with the usage of signal processors, programmed gate arrays, basic matrix crystals. The centre is to distribute this technology around the enterprises of radio electronic profile in NN region.

• It helps to solve the problem of import placing.

The project of producing construction Materials made of glass foam at OAO “Orbita” is worked out in NSTU R & D Park. This project, judging by constructors’ estimate, gives an opportunity to produce cheap domestic construction materials, which excel foreign ones in many characteristics.

• It helps to realize regional programme of industry informatization

Scientific Regional Center (SRC) is the head organization of Russia in computer geometry and drawing of RF Ministry of Education.

The Centre in cooperation with NN Association of manufacturers and businessmen in the framework of Regional programme of NN region informatization takes active part in creation united informational area in regional industry Together with the Department of Education and Science the Centre carries out formation of fusion spheres and retraining of specialists, teachers and pupils, using new informational technologies of graphical and metrical and office-computer directions. The centre traditionally participates in international and national exhibitions and trade fairs (Nizhny Novgorod trade fair, “Ekspo” etc.), conferences and seminars ( “Informatization in education”, EDTT etc.). Since 1991 the Centre yearly organizes international conferences and seminars on computer geometry and drawing named “Cograph” 91-95. In 1998 it was one of the main organizers of an international conference “Graphicon – 98”. In current year the Centre organized and carried out exhibition-seminar “Computer design”. In the seminar took part 52 representatives of advertising firms, banks and other large advertisers, universities and scientific-research institutes of Nizhny Novgorod. As a result of the seminar a collection of report thesis was published.

• It helps to solve the problem of informational provision for innovation business

In 1997 Volgo-Vyatsky branch of Innovation Centre of higher school (in the framework of direction named “Informational provision of innovation business”) created NN web-server to support business undertakings. The server contains available to all information about the infrastructure of NSTU innovation project support, particularly:

• innovation projects data base in Russian and English languages;
• pages of Departments of education and Science, support of business undertakings, international relations, external economic relations and resources;
• pages of Centre of Power Supply, advertising and exhibition centre, business-incubator, educational and scientific centre;
• normative base;
• magazines “Nizhegorodskiy predprinimatel” and “Nizhegorodskaya delovaya encyclopedia”, university guide and many others;

Thus particular work on creation of system of fusion science and industry has been fulfilled in NN region during last few years on the basis of NSTU and perspective results have been achieved. But this is only the beginning of the process, because dynamic development of the system can not be realized without radical change in the real sector of economics and without financial support from the government.
